3. Financial expert of the Evaluation Committee should evaluate independently the bids in accordance with the ITB Evaluation criteria, and should fill and sign individual evaluation table (s) 3.1 Financial Performance, 3.2 Average Annual Construction Turnover; 3.3 Financial Resources.
4. Financial resources determination should be using the relevant Forms in Section 4 (Bidding Forms) the Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payment to meet; (a) The following cash flow requirement: 4 million USD during first 6 months and, b) The overall cash flow requirement for this contract and his current works commitment.
5. A draft bid evaluation report related to the financial part should be considered and approved by the Evaluation Panel. The bid evaluation report is to be prepared in English and copies to be signed by financial expert of Evaluation Panel.
6. The Evaluation Panel members shall prepare the final evaluation report stating their award recommendation.
