Manage the Research, Analysis & Evaluation Unit of the Criminal Justice Policy and Planning Division. Direct staff in response to the information needs of the Undersecretary, Governor, Legislature, State and public by providing comprehensive, accurate and timely research, data and technical assistance. Policy planning involves the application of research and analytical methods, the results of which are used in policymaking in several ways: ► To promote the mission of the Division by conducting in-depth analyzes of issues that span the adult criminal justice system and juvenile justice system, determining the system's long-range needs and recommending policy priorities and advising and assisting the Governor and the General Assembly in developing plans, policies, programs, and legislation that is data-driven to improve the system's effectiveness. ► To monitor key monthly indicators in an effort to identify emerging issues for policymakers to improve the criminal justice system. ► To conduct research, analysis & evaluation in response to a specific question or to determine the effect and cost of a proposed policy under consideration. ► To support a legislative committee or special task force convened to study a broad policy area. Examples of this type of effort are the Sentencing Task Force and the Criminal Justice Policy Advisory Committee. Successfully improved the process for the recruitment and hiring of professional staff for the new Criminal Justice Policy and Planning Division (CJPPD). Directs and coordinates staff in the research, develop, analyze and evaluate criminal justice planning and policy alternatives, to assist the General Assembly in developing plans, programs and proposed legislation for improving the effectiveness of the criminal justice in Connecticut. Coordinate collaborative work teams to develop population forecasts and to support policy options to reduce prison and jail overcrowding and overall cost effectiveness.

Developed and recommended plans for the abatement of highway traffic noise, urban transportation planning and the abatement of highway development on wetland areas. Assessed major highway projects and prepared written reports and documents to support Environmental Impact Statements. Coordinated with federal, state, regional and local Regional Planning Agencies in evaluation of policies and comformance plans to meet the State’s environmental goals. Answered public inquiries and complaints regarding transportation facilities and perceived environmental impacts.

Prepared technical outline of new regulations for permit requirements. Developed flowcharts of the existing and proposed procedures. Reviewed requests from commercial industries seeking a permit to operate or construct an air pollution point source site. Performed engineering evaluations using computer statistical analysis systems to set operational limits of source equipment and processing time.

Managed the $30 million Local Capital Improvement Program (LoCIP) for the 169 Connecticut towns. Review five-year capital plans for local infrastructure improvements. Coordinated with local elected officials, town administrators and the public regarding project approvals, denials and payments. Developed automated systems to manage the grant application process. Speaker/presenter at Conference for Connecticut Finance Officials. Prepared ongoing statistical analyses for targeting state assistance for local property tax relief, as part of the Governor’s Recommended Budget. Direct supervision of eleven IT professional staff, including project managers, web developers and programmers. Manage development projects such as online interactive insurance policy quotes and rating engines for various business lines. Technical environment: Netscape Enterprise server on Sun/Unix and NT platforms; programming environment: JAVA, Java servlets, Javascript, PVCS, Visual Interdev, Dreamweaver, Microsoft FrontPage, WS-FTP and Lotus Notes.

As the primary IT programmer, managed, designed and developed the Connecticut Online Licensing Center, CT-CLIC.com, as part of the Governor’s initiative to promote High Efficiency Licensing in the State. Coordinated and fostered a continued public/private partnerships with CERC/Smart Start staff and external media sources to promote a more business and customer friendly environment. Activities included the hands-on technical coding and construction of the web site, planning, policy development, information management, ongoing negotiations and public relations, technical support and training. Provided IT support and technical consulting on many other State Internet technology initiatives. On October 17, 2002 received statewide recognition of achievement for CT-CLIC and awarded the Silver CQIA Innovation Prize from the Connecticut Quality Improvement Award Partnership, Inc.

Provide communication links between disaster relief operations and the Disaster Operation Center for the American Red Cross, as an Emergency Communications Response Vehicle (ECRV) Operator. ECRVs are operated by volunteer staff working as needed unpaid.There are only 12 ECRVs across the nation. Other American Red Cross roles include on-call for DAT, local fires and ERV, mass care operatons.
