During the successful and exciting 5 years as a programme officer in UNDP Bulgaria I had the opportunity to develop the whole ICT for Development portfolio and manage all the projects within it. The projects included strategic planning (e-governance), infrastructure and institutional building (Telecenters, National Research Network, ESI Center), new challenges (FOSS and Microsoft projects) and others (Chitalishta, SALW - Small Arms and Light Weapons destruction and other projects).

As the Chief Technical Advisor for the UNDP Parliament Project (SEAL) was one of the few international staff members that prepared and launched the new Parliament in Afghanistan. Responsible for the overall ICT infrastructure building, management, training for parliament staff and MPs, liason with the government and private sector and others.
Successfully established and managed ICT parliamentary systems include - ICT network with more than 500 computers and peripherials, VSAT, PABX, Audio-Video parliament systems, electrical systems and components and other. The local UNDP and Parliament staff was trained for operating and managing the parliament systems, National Parliament ICT Strategy introduced and e-Parliament systems put in place.
