Implemented Operation and Maintenance structure in 13 regional Russian companies purchased by TELE2 with 40% staff reduction. I was heading the process of Harmonised Network Operation and Maintenance Centre migration from 13 different monitoring points to one NOC in Riga, Latvia, which bring significant OPEX savings to TELE2 Group and shortening payback to two years instead of three as was planned before. Introduced field and maintenance outsourcing which let control Operation and Maintenance department OPEX and push id down despite significant network expansion over 3 years.

I organised department structure from scratch. Department installed more than 1 000 km OPGW in the 1st year of existence. Created co-operation with leading OPGW cable vendors (Alcoa-Fujicura, General Cable, Pirelli). 1st in Russia implemented innovative OPGW cable installation methodology for 220 kV lines without power disconnection. This unique technology was later implemented in Siberia for Trans Siberian Fiber Optica line which let to connect European and Far East part of Russia in project time and budget. Department was acknowledged as a best in the company UEASTelecom and the head of UESTelecom was honored with award from RAO UES Russia Anatoly Chubais. Was leading important project in the Moscow suburb where also created unique technology for MKAD (Moscow Circle Auto road) and Electrical railway crossing.

I was developing significant efficiency program which let Technical department reduce HC for the 30% without quality suffer. I also executed corporate turnaround and strategic change management initiatives in co-operation with the strategic vendors, I created vendor committee which let MTS better address the needs towards major vendors and suppliers . I developed, launched and filled new benchmarking program for the technical blocks efficiency evaluation in Russia, Ukraine, Belarus, Turkmenistan, Uzbekistan, Armenia which allowed HQ better understand areas for efficiency improvement. Built the strategy for outsourcing implementation, which later were implemented for the MR Center in Russia. Delivered technology efficiency training to field and management staff in over 7 countries. Created and presented comprehensive best practice training modules, procedures and tools to enhance efficiency evaluation as well as ensure standardized approach and methodology towards network audit. I was leading 2 week commercial coaching sessions for the technical managers as well as regional and national team coaching sessions. A study of my personal efficiency benchmarking approach and strategy was performed and subsequently adopted as the standardized and approved methodology in group of MTS companies.
